What the rule says

There is no single national permit process for home energy projects. The U.S. Department of
Energy's Solar Energy "soft costs" explainer puts it directly: because there are many
jurisdictions, utilities, and differing state and local laws, "there isn't a single process
or system" that installers follow. Instead, states adopt building, electrical, mechanical,
energy, and fire codes — many of them built on the model codes published by the International
Code Council, which describes itself as "the leading global source of model codes and
standards" — and cities and counties enforce them through local permitting.

The unifying rule is simple: construction on your home generally requires a permit and
inspections from the local government with jurisdiction. Los Angeles' Department of Building
and Safety (LADBS), in its Homeowner's Guide to Permits & Inspections, states that
"obtaining a permit and inspections for construction on your home is required by law and
provides important documentation in the event you sell or refinance the property." The
Department of Energy's Homeowner's Guide to Solar makes the same point from the installer's
side: a qualified installer will install panels "to meet local building, fire, and
electrical codes," and the completed system is inspected as part of the installation
process.

What it means in practice: the first step of any home energy project is identifying which
government office will review the work.

Which authority controls

Permits are issued by local government, and the department's name varies from place to
place. The City of Portland's Permitting & Development bureau handles solar permits. Seattle
issues permits through its Department of Construction & Inspections (SDCI). Los Angeles uses
the Department of Building and Safety (LADBS). San Diego's Development Services Department
handles building and land-use matters. The same pattern holds almost everywhere: look for the
city or county "building department," "development services," or "construction and
inspections" office.

County versus city: if your home is inside an incorporated city's limits, the city
department is usually the authority. If it is in an unincorporated area, the county building
department usually plays that role. The fastest way to be sure is to check the permitting
website for the government that collects your property taxes or to call its main line and ask
which office issues permits for your address.

Inside the department, different desks handle different questions. LADBS directs homeowners
to its zoning counter for property-specific requirements and to construction service centers
for permit applications. Portland offers free 15-minute appointments with a city planner, a
permit technician, a building code and engineering reviewer, or a fire safety expert —
examples of the offices that may each have a say in your project.

Online portals are now standard. Portland says "many building permit services are available
online 24 hours a day" and takes solar permit applications through its Development Hub
(DevHub) portal. LADBS offers online permit applications, permit status lookups, and a fee
calculator. Seattle routes customers through its "Seattle Services Portal."

What permits typically apply

Solar. Expect a building permit with electrical review, and often a dedicated solar permit
path. Portland's Solar Permits page requires solar applications to include structural design
criteria, a roof framing plan or roof plan, and a site plan showing the fire access path, and
offers two review paths: a prescriptive path for systems that meet the state building code's
standards, and an engineered-systems path that must be designed by an Oregon-registered
design professional. LADBS notes that "separate plumbing, electrical, and heating permits are
required for those installations that are unrelated to the building permit," so electrical
work for solar is reviewed separately. The Department of Energy confirms the standard: the
installation must meet local building, fire, and electrical codes, and is inspected as part
of the process.

EV chargers. Expect an electrical permit. The Department of Energy's Alternative Fuels Data
Center explains that Level 2 chargers are the common home setup and "require a dedicated
40-Amp circuit to comply with the National Electric Code requirements in Article 625" —
wiring work that cities such as Seattle treat under a separate electrical permit. If the
charger or its circuit requires a panel or service upgrade, that work is typically part of
the same electrical review; confirm in writing.

Heat pumps. Expect a mechanical permit and usually an electrical permit. LADBS lists
"heating permits" as a separate permit category, and Seattle's "Permits We Issue (A-Z)" list
includes both Electrical Permit and Mechanical Permit. Heat pumps also involve electrical
wiring, so both tracks commonly apply.

Batteries. The Department of Energy describes battery storage as commonly paired with solar
("solar plus storage"). The electrical work connecting a battery system falls under the same
electrical permitting as the rest of the installation. Whether the storage unit itself
triggers additional building or fire review varies by jurisdiction — some offices review
large storage units differently from small ones — so this is one of the items to confirm in
writing with your local office.

Structural, fire, and historic review

Structural review. Roof-mounted equipment must be verified against the loads your roof was
designed for. Portland's solar permit requires structural design criteria — including design
snow load, basic wind speed, and panel dead load — and, for engineered systems, calculations
stamped by an Oregon-registered design professional. LADBS requires framing, foundation, and
construction details in plans, and notes that work designed by an engineer must include
signed and stamped calculations.

Fire review. Fire access and alarm rules commonly apply. Portland requires a site plan
showing the fire access path for solar installations and offers fire safety expert
appointments. Seattle's permit list includes a separate Fire Alarm Permit. The Department of
Energy likewise frames fire codes as part of the local requirements an installer must meet.

Historic review. Historic designation can add an extra approval layer. Portland warns that
"special rules may apply if the property is located in a plan district, historic, or
conservation district." LADBS states that all buildings designated as city cultural or
historic monuments must obtain approval from the Cultural Affairs Commission, and that City
Planning approval is needed for construction in specific plan areas. If your home is in a
historic district, ask the permit office which additional review applies before submitting
plans.

What may still be required or restricted

A permit is not the only approval. Zoning rules affect what can be built where — LADBS says
zoning requirements vary by zone and location and directs homeowners to its zoning counter
for accurate answers. Easements may require releases from their owners. Utility
interconnection is a separate process from permitting, as are HOA or landlord approvals
under governing documents or a lease. Contractor licensing may also matter: LADBS notes that
construction contractors in California must be licensed by the California State License
Board.

Facts that could change the answer

The permit answer depends on details that can change it: whether the property is in city or
county jurisdiction; the exact scope of work (roof vs. ground mount, system size, panel vs.
service upgrades); zoning and plan-district rules; historic or conservation status; the code
edition in effect; and even timing — LADBS warns that a permit expires if construction does
not start within six months and expires two years after issue if the work is not completed.
Portland notes that engineered-systems projects may have longer review timelines.

Practical decision path

  1. Identify your jurisdiction: incorporated city or unincorporated county, and the exact
    department (building, development services, construction and inspections).
  2. Research property-specific rules. Portland points homeowners to its PortlandMaps tool to
    find zoning, plan district, and historic or conservation district rules before applying.
  3. Identify the likely permit types for your project (building, electrical, mechanical,
    fire).
  4. Ask the office in writing which permits and submittals apply to the exact project —
    Portland lists the required application materials on its solar page, and LADBS publishes
    a permit worksheet; use those checklists.
  5. Have the contractor apply, or apply yourself. Portland notes that a solar contractor will

  6. Track the application. Portland publishes a daily permit request list and permit status

  7. Call for inspections before covering any work. LADBS requires at least 24 hours' notice
    and warns to call for rough inspections before framing, wiring, and ducts are covered.
  8. Get the final sign-off and keep it. LADBS issues a Building Card and, in some cases, a

How to confirm requirements in writing

Never rely on a verbal answer alone. Ask the permit office to confirm in writing — by email
or through the online portal — which permits apply, what plans and calculations are required,
what fees apply, and how long review will take. Portland's page is a model of the written
checklist you should ask for: it lists exact submittal requirements, the two review paths,
and the state code sections that apply. LADBS publishes its requirements in the permit
worksheet and plan check process. Written confirmation protects you if requirements change
mid-project or if a dispute arises later.

Unpermitted-work risks

Working without the required permit can create problems at several stages. LADBS states the
baseline: permits are required by law, and the records matter "in the event you sell or
refinance the property." If a city discovers unpermitted work, enforcement can follow. San
Diego's Development Services Department describes the process: a code violation usually
starts with an inspection, may lead to a citation or notice, and the responsible person is
generally given a deadline to voluntarily comply; after that deadline, actions can include
abatement — the city directing a third party to demolish, secure, or remove the work, with
