The practical rule is consistent nationwide: the panel and service must be able to safely
carry the loads connected to them. Solar, batteries, EV chargers, and heat pumps each add
load to the home, and when the combined load exceeds what the existing panel and service
can carry, an upgrade is usually required. Whether that upgrade is a new panel, a larger
service, or only a new circuit depends on the specific home — which is why DOE's
Alternative Fuels Data Center says a qualified electrician can inform homeowners whether
their home has adequate electrical capacity for vehicle charging, and can add circuits
where capacity is insufficient.

What it means in practice: nobody can tell you from a national rule whether your home
needs an upgrade. A licensed electrician computes the load, the local permit office
applies the code, and the utility applies its service rules.

How solar, batteries, EV chargers, and heat pumps interact with panel capacity

Each of the four technologies stresses the panel differently.

  • EV chargers. Charging equipment adds a branch circuit and load. DOE's Alternative
    Fuels Data Center notes that many EV owners can meet daily driving needs by charging
    overnight with Level 1 equipment, requiring no additional cost or installation if a
    power outlet on a dedicated branch circuit is available near the parking location.

    because an oversized unit draws more power than the home needs.
  • Solar and batteries. Solar adds generation, and a battery adds both storage and
    load. The panel is where the inverter and the battery connect to the home, and
    grid-connected solar involves an arrangement with the utility: DOE's Homeowner's Guide
    to Solar describes net metering as an arrangement between solar system owners and
    utilities in which owners are compensated for power exported to the grid. DOE also
    treats permitting and inspection as part of the "soft costs" of a solar installation —

The common thread: the decision is not about any single device but about the total load
the panel and service must carry, which the local code and the utility's rules both

Which authority controls what

Three authorities share control, and no one of them substitutes for the others.

The local permit authority controls the panel work itself. Panel and service work is
permitted electrical work in most jurisdictions, but the details are local. Seattle's
Construction and Inspections department, for example, explains that most low-voltage
systems in single-family dwellings do not require a permit, that many electrical permits
are issued the same day when applied for online, and that projects needing plan review
are checked against the Seattle Electrical Code, Article 80, sections 80.50 and 80.51.
Seattle also shows the common inspection pattern: most permits require three electrical
inspections — cover, service, and final — and a feeder to a subpanel adds feeder

license and a Seattle business license. Permit fees depend on what is being installed or
altered.

The utility controls the service connection and any service-size change. Utilities
publish their own service requirements. Austin Energy, a municipal utility, requires
that "service-only" projects — work to establish or change electric service — be
completed by a licensed electrician or contractor, using its Electric Service Planning
Application, and it refers to its Design Criteria Manual, which contains the
specifications approved by the Austin City Council for electric facilities the utility
will serve. Its process distinguishes smaller jobs (service under 350 amps single-phase or 225
amps three-phase, outside the Downtown Network area) from larger ones, and it will
advise the customer if a project requires more infrastructure. When the work
requires an outage or changes to the service equipment, an electric service permit from
the city's development services department is required.

Federal agencies supply reference guidance, not controlling rules. DOE's Alternative
Fuels Data Center states that charging equipment installations must comply with local
and state codes and regulations, and ENERGY STAR and DOE guidance describe best practices
for equipment, sizing, and installation. These sources are national references; the
binding requirements come from state and local law and utility tariffs.
