A statewide answer can still depend on the city or county, the utility territory, the recorded declaration or lease, the ownership of a roof or parking space, the equipment configuration, and the effective date of the rule.
Before starting work, identify the local building, electrical, mechanical, fire, zoning, water, historic, or land-use office that has jurisdiction over the property. Ask the serving utility about service, metering, interconnection, or permission to operate. Review the governing documents, lease, contract, insurance, financing, and maintenance or restoration terms for the location.
Usually not by a blanket covenant: Texas Property Code section 202.010 voids provisions that prohibit or restrict a property owner's solar energy device, but it preserves specific location, ownership, warranty, approval, safety, and development-period exceptions.

Texas Property Code §202.007 generally prevents a property owners' association from banning or restricting an owner's rain barrel or rainwater harvesting system.
